Scott J. Taylor, P.E. CEO, President
Scott Taylor is the founder, CEO and President of CartęGraph Systems, Inc. Since CartęGraph’s debut in 1993, Taylor has overseen the design and creation of the municipal market’s most comprehensive suite of location-based work and asset management applications. In recent years, Taylor has led CartęGraph to prominence in the realm of mobile technology; combining the superior portability and function of today’s handheld devices with the flexible, efficient interface the CartęGraphmobile applications.
Taylor possesses over 20 years of experience in multiple facets of the software and public works industries. His background includes corporate management and administration; software development for civil, surveying and mapping applications; and computer hardware and software configuration. Taylor was also co-founder and Vice President of Eagle Point Software in Dubuque, Iowa.
Taylor holds a Bachelor of Science degree in Civil Engineering from Iowa State University.

Teri Fairchild Executive Vice President of Marketing
Teri Fairchild is CartęGraph’s Executive Vice President of Marketing. Reporting directly to the CEO, Fairchild oversees the identification, design, coordination and execution of unique strategies that cultivate CartęGraph’s position in the marketplace.
Fairchild joined CartęGraph in 2010, bringing with her over 20 years of professional experience in the areas of sales, marketing, advertising, and employee development and training. Directly prior to joining CartęGraph, Fairchild served as Area Manager for Norman & Associates, a licensed sponsor of Dale Carnegie Training. There, she conducted sales, leadership, communication, and presentation training to support organizations in facilitating change. Prior to that, Fairchild spent sixteen years at the Dubuque Telegraph Herald, one of Iowa’s oldest and best-known newspapers. There, she held positions ranging from outside sales representative to Advertising Director.
Fairchild holds a Bachelor of Arts degree in Marketing from Loras College in Dubuque, Iowa.

Dave Robbins Executive Vice President of Services
Dave Robbins is CartęGraph’s Executive Vice President of Services. Reporting directly to the CEO, Robbins oversees the divisions of Account Services, Project Services, Consulting Services, and Support Services. In this capacity, Robbins ensures that every phase of CartęGraph service is dispensed with excellence and care. Additionally, Robbins serves in a variety of executive leadership and corporate roles within the CartęGraph organization.
Robbins arrived at CartęGraph in 2007, bringing with him over 20 years of experience working in service leadership roles. Prior to joining CartęGraph, Robbins was Vice President for Development and Support at the McKesson Corporation, a Fortune 100 healthcare services and technology company.
Robbins attended both the University of Dallas and the University of Wisconsin. His educational background includes study in the areas of Business and Software Engineering.

Jake Schneider Executive Vice President of Product Strategy
Jake Schneider is CartęGraph’s Executive Vice President of Product Strategy. Reporting directly to the CEO, Schneider oversees all Product Management and Product Consulting functions, including product roadmap development, product development progress, and product business analysis.
Schneider arrived at CartęGraph in 2000 and possesses over 10 years experience in software, public works and engineering consultation. Prior to accepting the role of Executive Vice President of Product Strategy, Schneider was a member of CartęGraph’s Market Development team, where he researched user experiences to further drive the design of CartęGraph product releases.
Schneider holds a Bachelor of Science degree in Civil Engineering from the University of Wisconsin-Platteville.

Randy Skemp Executive Vice President of Sales
Randy Skemp is CartęGraph’s Executive Vice President of Sales. Reporting directly to the CEO, oversees CartęGraph’s entire Sales Division, which includes both direct and indirect sales. In addition, Skemp fulfills a variety of executive leadership and corporate responsibilities within the CartęGraph organization.
Skemp joined CartęGraph in 2009 and possesses over 26 years of experience in sales, services, general management, data center operations, product management, and consulting with software technology companies. Prior to joining CartęGraph, Mr. Skemp held senior management positions at notable corporations such as McKesson, HBOC, and CyCare Systems, Inc.
Skemp holds a Bachelor of Arts degree in Accounting and Business Administration from Loras College in Dubuque, Iowa.

Mark Weber Executive Vice President of Finance
Mark Weber serves a dual role as CartęGraph’s Chief Financial Officer and Executive Vice President of Finance & Administration. Reporting directly to the CEO, Weber oversees the areas of finance, accounting, human resources, administration, and information systems.
Weber arrived at CartęGraph in 1999 and has nearly 20 years of fiscal and administrative experience. Prior to joining CartęGraph, Weber served as General Services Manager at McGladrey & Pullen, LLP, in Dubuque, Iowa. There, he was responsible for client service work including audit, review, compilation, and tax engagements.
Weber holds a Bachelor of Arts degree in Accounting from the University of Northern Iowa. He also maintains licensure as a Certified Public Accountant in the State of Iowa.

Dennis Welu Executive Vice President of Products
Dennis Welu is CartęGraph’s Executive Vice President of Products. Reporting directly to the CEO, Welu oversees all phases of the product development process, including design, testing, analysis, implementation, and maintenance.
Welu joined CartęGraph in 1995 as a Software Engineer. He has been actively involved in the software development industry for nearly 20 years. Prior to joining CartęGraph, Welu served as an Applications Programmer at Eagle Point Software in Dubuque, Iowa. There, he developed a keen understanding of the automation needs of municipalities and engineering consulting firms.
Welu holds a Bachelor of Science degree in Computer Science from Clarke College in Dubuque, Iowa.
